How hard is it to install a headliner kit on a '64 type 1 hardtop and if it's possible to do it with the windows in

It is semi-hard, but not possible to install with the windows in place. You need to glue the edges of the headliner to the window frames, and install the windows over the headliner, the window rubbers holds it in place.
