The gross vehicle weight is the legal maximum weight for the car, including passengers and luggage.

The second line means in combination with a trailer

Exactly, the total weight of both car and trailer.

That would be just for the kerb weight - ie, the car as built at the factory, complete with all fluids (engine & transmission oils, coolant, screenwash fluid, and usually half a tank of fuel [though some may list this with just fumes in the tank]) and basic tools in the boot (spare wheel, jack, wheel brace) - but NOT including any driver, passengers or luggage.

Technically, the 'Gross Vehicle Weight' (GVW) will be the sum of the kerb weight plus the 'payload'.

And interestingly, the plated GVW will dictate the load index requirement of the vehicles tyres - to a legal minimum of 1.5, but often 1.75 multiplication factor of the GVW.
