Looks like a "caravan-spoiler", or how you want to call it. A huge spoiler, that you place on the roof of your car when your car is pulling a caravan, for a better air-flow (or something like that :D )

It's pretty good for reducing wind howl and buffeting. When you take it off and have your sunroof open, sometimes the roof rack whistles at a nasty pitch.
