was PL engine a altarnative for KR engine in mid 1980s and 1990s ?

between which years did vw produce Golf 2 GTi 16v with KR engine and PL engine? and what about scirocco 2.....

as far as i know (and i'm not sure tho) the PL machine came in 89 ? due to catalytic converters ? or am i wrong here?
